Multiply inches by DPI: a 8 × 10 in print at 300 dpi needs 2,400 × 3,000 px. The DPI only matters when a physical size is involved — on screen, pixels are all there are.
300 dpi for photos and fine text viewed close; 150 dpi OK for posters viewed at arm's length; 100–120 dpi for banners viewed across a room.
A4 is 8.27 × 11.69 in → 2,480 × 3,508 px at 300 dpi. That is the canvas size to set in an editor for full-quality A4 printing.
